MRA electronic invoicing: who's affected, and from when
The Mauritius Revenue Authority is rolling out its Electronic Billing System in stages. The threshold keeps dropping, and the current stage reaches businesses considerably smaller than the previous ones. Here is the state of the obligation, as published by the MRA.

What moving to the EBS changes in practice
A business in scope can no longer simply issue an invoice from a spreadsheet or an uncertified system. It must issue invoices through a compliant billing system, which transmits each document to the MRA electronically at the moment it is issued, credit and debit notes included.
The rollout happened in three stages: software vendors first registered and self-certified their systems, businesses then registered and connected, and issuing fiscal invoices became mandatory in successive waves after that.
Why this lands on the accounting practice
Your clients don't read MRA press releases. They call you. Each threshold drop brings a new tier of businesses into the scheme, and they're the smallest, least equipped ones, the businesses still tracking sales on a notebook or a spreadsheet.
