MRA electronic invoicing: the 1 September checklist

The MRA's mandatory EBS threshold drops to 40 million rupees of annual turnover. This page is built to be printed or forwarded as-is to a client: five questions to check, in order, before the deadline.

Five things to check before 1 September

  1. Does the client's annual turnover exceed 40 million rupees?

    If so, they fall under the 1 September 2026 tier (MSTD category). If they're approaching this threshold without exceeding it yet, the question will return at the next tier, better to prepare now than under pressure.

  2. Does the client's billing software come from an MRA-certified vendor?

    The EBS rollout started with vendors: they register and self-certify their systems before their clients can connect to it. If the client invoices from a spreadsheet or an uncertified system, that's the first thing to fix.

  3. Is the client already registered and connected to the EBS system?

    Software certification alone isn't enough: the business itself must register and connect before the deadline, not on the last day.

  4. Are credit and debit notes covered by the same system?

    The obligation isn't limited to initial sales invoices: every document transmitted electronically to the MRA at the moment it's issued also includes credit and debit notes.

  5. Is the client below 40 million, but receiving a notice from the MRA?

    The Director-General may require a business to join regardless of its turnover (section 20A(2) of the VAT Act). A notice overrides the threshold calculation.
